Since GregTech True Age of Steam is addon to GTCeu is heaving relies on GTCeu progression. However, there is some extra steps.

To craft first steam-producing multiblock of this addon - Infernal boiler, player would need to enter the nether and farm blazes, for liquid blaze to use in Coating shrine. Both fluids that can charge Infernal boiler also requires material from nether - nether trees or more liquid blaze.

Materials from nether become even more important as player progress further, because crafting Concept Infusion Matrix requires a lot of conceptualized steel, that requires a lot of infernal slug being processed. Heating concept from Concept Infusion Matrix allows crafting next charging fluid for Infernal boiler that introduces net-positive loop for infernal slug, along with being fully reusable, so it finally slightly stabilize issue with nether materials.

However, Spawner extraction machine requires nether spawner for blazes or magma cubes to produces hellish water, which is roadblock on the way to tier 2 steam variants and even more efficient steam conversions.
